EX3700 - keeps connecting to WiFi Range Extender instead of primary network

I have a EX3700 WiFi Range Extender that seems to reset itself after a power outage.

We've had outages here twice in the last couple of weeks and each time, after the power has come back on, the extender is back to it's default factory settings.

I have the extender set up as an access point.

Is the extender faulty or is this normal behavior for these extenders?
