Are you testing the 2.4ghz or the 5ghz?
Are you sure its setup in access point mode?

I have tested it in both modes and get the same speed (les than 10 mbps). I set it up in Access Point Mode with the help of a tech support person, so I am quite sure it is set up correctly.

I'm never trusting of others because I don't know what they did/setup.
You could try factory resetting the extender and redoing setup. Maybe something was done wrong or maybe it was setup in fastlane improperly.

During the setup, one of the things we did was reset it to factory settings. From the very start, this extender setup was troublesome. I could never get the setup screen after connecting to the NETGEAR_EXT WIFI network. That is why I contacted NETGEAR Technical support. The young lady went through a number of things with me (after resetting to the factory settings) and finally got the "NEW EXTENDER SETUP" button to appear. The thing is working and I can watch videos on my computer connected to the NETGEAR_5GEXT or NETGEAR_2GEXT WIFI options without if constantly searching, but when I run the speed test on either one, it is under 10mbps. So I naturally wondered why. I selected the Access point option after reading that using the WIFI Extender mode would slow down the signal. Naturally, I was surprised to discover that the Access Point option also was much slower than expected.

Take the extender next to the router and connect a cat 6 6ft cable between the 2 devices. then try testing its speed. I'm wondering if its 10/100mbps port is only connecting at 10mbps speeds.
Also, when you test, are you getting 10 MB/s or 10mbps. I've seen users change from megabits per second megabytes per second. Could be 10 megabytes per second which would be 80 megabits/second.
