Thank you for the response. The phone connects to the main cable router at home and works fine. I can connect to other WiFi spots such as WalMart, Lowes and Publics without issue, but when connected to places like Starbucks or other stores I cannot get the web pages to load. The Samsung phone works at all these locations.
This morning I went through the routine of resetting the extender, toggleing the Bluetooth, WiFi and airplane mode on the phone. I did get an IP address without the 169 prefix. Shows I am connected to extender, but Safari shows not Internet connection.
Thanks again for your help.

I think its an issue with the phone. Especially when you have the problem at other locations like starbucks and other wifi spots.
Plus all your other devices work.
so to summary:
all other devices work without issue
only 1 device has the issue.
that specific device has issues on other wifi networks.
Really seems to point at it being that device.

I found and corrected the problem. You were correct the issue was not with the Netgear Extender. It was not even an issue with my phone. The problem was the main router/gateway/server had my IPhone blocked. I found the block in the settings and disabled and all is good. What was strange was my phone was not blocked when I connected to the main router but was blocked when I connected to the extender. The extender did not have the block setting enabled. I do not understand why.
I still have to determine why I have issues with other hotspot locations. I may still have an issue with a phone setting. Maybe it is signal strength.
Thanks for your help.
