EX3700 Red Light never changes color
Extender is plugged in 2 feet from router and the red light never changes color. Tried resetting power button several times, no change. Moved the extender to another plug in same room, still red light, tried resetting power button again, no change. Broken?

There's 4 led's on the router. Which one is red?
What are all the led's doing? (color, blinking, etc)
Are you able to access it via a hardwired connection? hardwire into it and go to mywifiext.net
If still not able to, you could try doing a recover via tftp.

Sorry, I wasn't clearer. I haven't gotten past the POWER light. The Power light remains red. No other lights are on.

I would try factory resetting the device. Hold the reset button for 7-10 seconds. give it a couple minutes to fully boot and then try to do the install guide.
If that doesn't work, I'd follow the tftp instructions I linked to.
