The RT5390R is not dual band. it is a single band wireless N adapter. you can get 5ghz to work on your laptop by replacing the adapter or using a usb adapter.
Not sure about why the 2.4ghz isn't working.
what modem are you using?
Router and firmware?
Firmware on extender?
Does anything work on the 2.4ghz? If so, what?
have you tried reinstalling the extender to see if it was a setup error?
