You can try recovering it with tftp or nmrpflash.
are you on windows? if so, follow this guide

just make sure you enable tftp

I’ve only used my iPad in connection with Nighthawk. I have a laptop with Windows 7; would that work?

That would be a lot better.
The only reservation is that Windows 7 isn't supported any more – not security updates – and is getting to the stage where it should not be allowed on to the Internet.
The good news is that the recovery process does not require an Internet connection. It can happen off line.
