Well, I figured out the problem!
It's a firmware problem in either the EX6400 or the RAX120.
I had the RAX120 set to accept WPA2 or WPA3 connections on both bands. It doesn't work with the EX6400! If I set the RAX120 to only accept WPA2 connections, the EX6400 connects fine!

The green router link light on the front of the EX6400 is not lit. On the EX6400 status page it indicates that it's not connected to the router. When I configure the EX6400, even when it's close to the router, it sees the target wireless networks with 100% signal. I answer all of the questions fine. There's no log or any other output that I know of.

plemans What's also interesting is that I have Access Control enabled in the RAX120, and have it set to deny new connects, and it never sees the connection attempt from the EX6400, so there's nothing for me to set to "allow".

why not start back at stock.
Factory reset both the extender and the router.
then install the router without using a backup configuration.
Then install the extender.

plemans I've already reset the EX6400 to factory settings twice. Even WPS won't connect it. No change. My current configuration also has a EAX80 extender connected, and it works fine, so I don't know if resetting the RAX120 will make any difference... and that's a lot of work... without restoring a backup .conf file. Somehow the EX6400 sees the target wireless networks coming from the RAX120, but it just makes no real attempt to accually connect to them... and without any other log info, it's difficult to tell where it's failing. I wonder if the EX6400 has a debug.htm page? I'll have to try that.
