Well, I figured out the problem!
It's a firmware problem in either the EX6400 or the RAX120.
I had the RAX120 set to accept WPA2 or WPA3 connections on both bands. It doesn't work with the EX6400! If I set the RAX120 to only accept WPA2 connections, the EX6400 connects fine!

You should add the MAC address of your extender EX6400 v1 manually because it will never appear if you put in blocking mode and you need to add it manually in the allowed list: https://kb.netgear.com/23289/How-do-I-configure-Access-Control-or-MAC-Filtering-on-my-NETGEAR-router-using-the-router-web-interface

Well, I figured out the problem!
