Have you tested any other devices? (making sure it isn't a laptop/pc issue)
What speed do you get testing directly off the router from that location?

Hello everyone
There has been a development, and I apologise for wasting people's time.
I had assumed that they Sky WiFi was working properly. That was a false assumption.
I took the EX6410 downstairs and connected it to my network as an Access Point. Immediately I was able to transfer files at about 650Mbps on the laptop, which had a link speed to the extender of 866Mbps.
Connecting to the Sky router wirelessly from the laptop, sitting right next to the router, the transfer speed was once again only 100Mbps. So the problem is that the Sky hub, which is an 802.11ac hub, is only transferring at 100Mbps. When the extender was connecting upstairs it was being stifled by the rate at which Sky was transmitting, not the link speed or any issue with the extender.
I must now look further.
