Not as a router but you can hardwire it into the wndr3400 and run the ex7000 in access point mode.
Then you could either use the wndr3400 as a backup wireless, as a way or reducing the load on the network, or even just disable its wireless.

And I would do that just by connecting an ethernet cable from the 3400 to the 7000 and then using the "extended signal" produced by the 7000 to connect to, right?
