Mesh is, as the name suggests, a Mesh with other WiFi sources.The usual arrangement is a WiFi router (satellite or extender) connected to a router.
Mesh refers to the seamless transfer of a WiFi client between WiFi sources. This involves communication between the WiFi sources during the handover process.

As that says (emphasis added):
A mesh WiFi system is a package of WiFi devices that works together to provide much greater WiFi coverage than conventional routers or access points (APs).
In your case, there si only one Mesh device. You won't see Mesh transfer from the anonymous modem/router to the EX7300.
So "not meshing" is as expected. A single repeater has nothing to Mesh with.
The EX7000 can Mesh with some routers. But probably not yours.
Maye your problem is something other than "Meshing".
