EX7700 - all LEDS always flashing

Not used my EX7700 for a while.  When I try to connect it to my XR500 it is listed in my Offline devices, but I cannot get it to connect to the router.  I have tried the WPS connection method, direct wire connection, it's been factory reset several times, and nothing works.  Of note ... all the white LEDs at the front are constantly flashing.  They never go solid or change to amber/red/etc.

 

Any ideas??

    When you hardwire it in, you have to set it up using the installation assistant and install it in access point mode. 

    Did you set it up using the push button WPS option? 
    If so, factory reset the extender  and set it up using the installation assistant.
    To factory reset, push and hold the reset button for 7-15 seconds while powered on.
