EX8000 extender all lights flashing

After a factory reset, are you able to log into the extender at all?
If so, I'd try downgrading the firmware or re-installing the firmware. Potentially it was corrupted. Resetting only removes settings, it doesn't re-install firmare.
if you're not, I'd try using tftp to re-install the firmware. Like I said, it might have gotten corrupted. this is how to do it if you're on windows 10. https://kb.netgear.com/000059634/How-to-upload-firmware-to-a-NETGEAR-router-using-Windows-TFTP
You'll need to enable it within windows.
