Failing to obtain IP address on a PLW1000v2 Access Point II

I have the PLW1010v2, it has been working fine for the past 3 years. Suddenly this past week it was very slow, causing skipping in websites and streaming. I unplugged both units and plugged them both back in and now the Ethernet LED won't light on the receiver and the device I had connected to it is now showing "Couldn't get IP address" for the receiver unit. I have tried a factory reset on both units, no change. I read a similar post on here about other appliances being added, that hasn't happened. What am I missing here? Why did this happen and how do I get it working again?

 

The Local unit plugged into the router has all three lights lite Green, including the Internet light.
