I cannot find any settings on the extender that look like smart connect or band steering, and I do have separate SSIDs for 2.4GHz and 5GHz on the extender.
However, after doing more testing I think the problem may be with my PC and not the extender. I have been able to connect my phone to both the 2.4GHz and 5GHz SSIDs with no problems so far. I will continue to poke at it, and if you have any insight into why it would work on Android but not on Windows I would love to hear it. :)
