Netgear Extender WN3000RPv2 (Can not get valid IP)

After doing a factory reset of the extender the device will no longer give a valid IP thus not able to login to dashboard.  I tried multiple times same results.  Is there a workaround for this or if ...

how are you connecting to it? 

hardwired? wireless? 

Have you tried hardwiring into it and running through the setup? 

Have you tried installing it using wps? I usually don't recommend that method but sometimes it works great.
