So there isn't a chance that the AP is somehow counting these in its connected devices limit, which I think is 32 per band? (Still trying to chase down why my AP won't allow me to connect more then 18 devices to the 2.4GHZ band.)

There may be a hard limit on how many devices can be connected at once to the extender. This would be common place as having too many would bog down the extender. It's best to have a balance and spread the devices out where they connect too.

I assume there is a hard limit, though in all my conversations with Netgear when they were trying to help me, this never came up. My Pace router is at one end of the house and the AP is kind in the middle. I have tried to divide the connections based on their proximity to each network, but the majority of the devices are closer to the AP and sometimes lose signal when too far from the Pace - the reason I got the AP in the first place.
Anyway, thanks so much for your help and your time.

30 feet is recommended in between main host router and EX to begin with depending upon building materials when wirelessly connected.

Yeah, I should have pointed out that it is connected to an ethernet cable. I tried using the thing Wirelessly in Range Extender mode and it was useless. I was lucky in that I had an unused ethernet cable already going to my hall closet where I put thre EX6200.
