Netgear PL1000 Gigabit Powerline Kit not working

Did you try setting it up in a singe room first?
Some home wiring setups function poorly for powerline. this could be related to arc fault circuits, gfci outlets, surge protectors, old wiring, bad wiring, high draw appliances, or other electronics that are injecting interference in the line.
Its usually best to test them on a single circuit first to see if its an issue of the powerline not working. If everything works fine when they're plugged into the same circuit and then doesn't work at all when you switch circuits, its more than likely an issue mentioned above. there are some troubleshooting you can do but first determine if its an issue of the plugs or the wiring .

it does the same thing everywhere in my house. my house isnt that old either, it was built 13 years ago. it does end up connecting though if i leave it for long enough but the speed is ridiculously slow. its so slow to the point where i cant load a page up

Many things interfere with powerline. I've had a bad appliance that was injecting interference into the powerlines that caused a set of powerline devices not to work right. We tried them elsewhere and they worked fine. But back at the person's house. Issues. So we started unplugging stuff and found it was either a fridge or something like that that must have had an issue. With it unplugged, everthing worked right.
thats why some troubleshooting is needed. Your wiring potential is fine and it could be something else causing issues. Or potentially your electrician sucked and wired something wrong. its hard to tell without testing and not being there.
so try them somewhere else. Try them on the same circuit. Tryout out different things. If they're not working right in different locations, same circuit, etc then open a support ticket with netgear. maybe you did get a bad set.
