Netgear Wifi Range extender EX6100v2

My parents recently got the Netgear Wifi Range Extender EX6100v2 and am having a hard time setting it up. I plug it into the wall, all of the lights stay red. I have looked at many discussion posts and did a factory reset, the light eventually changes to green but will only stay green for 1 minute before going back to red. In the brief moment it's green, I also am unable to select it's wifi option to continue to set it up to their router (Night Hawk RAX200). I would appreciate any help to getting this resolved!

    are you able to access it via ethernet? 

    Usually if the power light is red, its indicating a bootup/firmware/hardware issue. 

    If its new, I'd just return it where it was bought (faster than RMA).
