nighthawk x6S tri band EX8000 Extender no wireless devices connecting to extender

I have a r7900p router and a EX8000 extender. I do not want smart connect. I want two seperate SSID's one for 2.4 and one for 5ghz. I want the extender to extend the same two networks the router is broadcasting. Both SSIDs are set up the same for the router and extender. When I look at connected devices it shows all wireless devices are connecting to the router and none are connecting to the extender. wired devices on extender work fine.

Some of my smart TV's are struggling to get anything past 4-8 Mb/s. wheres the wired device on the extender will get 90+

    You have the EXACT same ssids?
    Only real issue I could see would be with smart connect disabled, the more efficient roaming protocols could be disabled with smart connect. 

    You could try powering off the device (tv/phone/etc) or disabling/reenabling its wifi to see if it'll connect to the closer/faster wifi
