If you're using channels 12 & 13, YOU may be the problem - the reasons channels 12 & 13 are not supported is that they are not approved for use in North America, so it sounds like you're either using a mix of equipment (meaning that you've purchased equipment not intended for use in your country) or a mix of firmware.
It's also worth noting that using channels 12 & 13 because of congestion on channel 11 is not a solution - there are three "non-overlapping" channels - 1, 6, & 11 - channels 12 & 13 overlap with channel 11 (and vice versa) so the interference caused by the congestion still exists.
