PLW1000 Set Up - Very Slow Speeds (~10mb/s)

I just bought a PLW1000 and set it up by connecting the router hub to the router via ethernet located in my basement. I then plugged the extender into the wall on the second floor. The Pick A Plug and Power lights are both solid green on both devices (ethernet light is on on the hub). My WiFi plan is 1gb/s speed, and my computer is the only device actively connected to the adapter. Only a few other devices are connected to the wifi overall. However, when connected to the extender, my speed only reaches about 10 mb/s. Im not sure what to do. NetGenie says all powerlines are connected, and everything is on.

Note: I moved the extender to the first floor, but the speed was the same.

Any help would be greatly appreciated.
