Just to clarify, there is no master controller (or "sending unit"). The powerline modules are all equal (and all are both senders and receivers).

Yes, you can do that. See the section on network security on page 20 of the manual. It gives you the procedure to sync all your powerline modules into one secure network. http://www.downloads.netgear.com/files/GDC/PL1000/Powerline_UM_EN.pdf
You'll probably find it easier to set them up in one room, and then move them - otherwise you need to scramble to get everything synced within the 2 minute window.
You might want to try moving one of your current modules to the garage, and test the performance there before you purchase.
Speaking of network security - the PLW1000 includes an ethernet port. So someone could potentially connect a laptop to the ethernet port in the garage and have full access to your home network. Perhaps unlikely, but a possibility you should be aware of.
