Powerline and/or a range extender-will it help me?
I just did a speed test. Download speed is 0.27 Mbps and upload speed is 0.41 Mbps.

Need just a little more info to appropriately answer this question.
What speeds are you paying for?
Is this cable, dsl, etc.
What is your gateway?
What speeds do you get hardwired to your gateway?
What sized area are you covering? The speedtest you're quoting is at what point?

I am paying for 3Mbs.
DSL
1200 sq ft house
Gateway-192.168.1.1
Hardwired- DL .33Mbs UL .60Mbs

If the fastest speeds you can get Hardwired is DL .33Mbs UL .60Mbs then a range extender/powerline isn't going to help much. You'd need to get that improved to see much a of difference with an extender or powerline.
Either a different dsl modem that can do a little better with limited dsl strength or you can work with your dsl provider to see if they can add a dsl loop extender to boost their signals. Some providers will possibly do it but not many as its expensive. Or see if there's a way to switch providers..
have you ever been able to hit 3mbps?

Yes on 3mbps about 10 years ago before they oversold the area without doing any upgrades. ISP admitted to "latency outtage" and said they have no intention of upgrading system. Live in the sticks and the ISP we use is our only option. It's a total scam!
What about going to a mesh system?
