The reserved address is outside the DHCP pool.
The device is connected to the extender. I verified that in the Nighthawk app.

It sounds like DHCP either isn't set up right, or maybe not working correctly.
Try setting up DHCP with the extender and using its address.
Are you using MAC access controls on the router? if new connections are blocked, then that might also be the issue. As I mentioned above, many netgear extenders will mangle the MAC address - presenting the mangled MAC address to the router.

DHCP in the Orbi was working fine before the introduction of the extender on the primary WiFi network. I moved the device and connection to the router was spotty hence the addition of the router.
Understand that the extender may be mangling the MAC but why if there’s a reservation for the .140 address why is the router serving it do a device it’s not intended for?Unless for some reason the extender is somehow displaying the address of the connected device as itself?

Understood. To clarify, I was thinking that perhaps DHCP isn't working correctly for extender-connected devices because the extender is set up with a static address.

Don't know, so that is unexplained.
Still I suggest switching to DHCP on the extender, to see if that makes a difference.
