The extender IP address is not relevant, certainly not for SPC - it's about the IP address of the devices connecting (associating) to the extender wireless.
Cumbersome is that -all- the Netgear Extenders (and most others I have seen) are doing MAC address translation for all devices associating the extender wireless - a so called "Virtual MAC Address". DHCP servers (e.g. on the router) don't allow to configure the same DHCP LAN IP address for a device appearing on the LAN with a different MAC, so any system will be confused, not only SPC - more the user(s) are. And the community is full with similar questions as there is (to my knowledge) top operate such extenders without a MAC address translation as it's a key component of the design.
So please start at the correct side of the issue. Sometimes, a static IP address might help, but this is unfortunate for most users of wireless devices like mobiles, PCs, notebooks, ....
