In short, I regret buying Netgear's product and I doubt I'll buy another because of the awful experience that I had with its first product and its support system.
From what you've written it almost looks like you bought a used/returned/renewed product. If it'd already been registered you wouldn't be able to re-register it, it'd also have had a potential new ssid password/admin login password.
did you try factory resetting it? When its powered on, pushing and holding reset for 7-15 seconds? The lights should change when held long enough.
Also if you didn't register it, its tough to contact support. to contact support you click mynetgear at the top, register an account and then the device. From there you contact support. If you googled netgear support, you probably ended up with a con/scam site if there was a number.
