Preowned device, or somebody might have abused or mistyped your device serial number - only a Netgear moderator can help with this.

The network security key is a dedicated control, and not related to the username and password configued for your WN3000RPv3 management access.

These simple URLs can only be used of connected direct through the device, either to the wireless by a computer Ethernet port with a network cable ot the device LAN port. Once the device is connected to your router wireless, you can locate it's IP address from your router DHCP table or attached devices and call it from your brwoser using http://[WN3000RPv3-IPaddress]/
As suggested by plemans before, start with a factory reset again. Depending on the curent status, update the WN3000RPv3 firmware. Then follow the installation guide.
