Setting up WNDR3400 as repeater

The WNDR3400 has the Wireless Repeating Function, so you can actually set it up in such a way that it widens your network range without connecting any cables between it and your Time Warner provided modem/router If that supports wireless repeating through WDS aswell (you could contact them to find out). However, there are some drawbacks to using this technique. You would be limited to wireless speeds at 54 Mbit/s if you wanted to encrypt your network, and the only encryption that works with wireless repeating is WEP (the oldest and most unsecure one).
The second option you have is to configure the WNDR3400 as a wired accesspoint and then connect a cable between the Time Warner modem/router and the Netgear router. This allows for higher wireless speeds (as high as they can go) and the highest encryption.
To get some guidance on this, I suggest you contact Netgear support and ask them to assist you in the configuration.
