Can you connect to your router using your phone at the EX3110 location?  The extender needs to be placed somewhere between the router and the area where you want better coverage.  You need a solid wifi signal to both locations from the extender.

Also if you use MAC address admission controls on the router, try turning that off and see if that resolves it.  The extender will "translate" the client MAC address, which will result in the client getting blocked if you only allow known devices to connect.   See page 25 in the manual:

Just to clarify this: 

1. Is the issue that you cannot connect to the extender wifi? 
2. Or is the issue that you cannot reach the internet when you are connected to the extender wifi.

My suggestions above are assuming (2).
