WN1000RP issue

the WN1000RP connects fine but every time i use my web browser on my phone it takes me to the set up page every time, what did i do wrong in the initial setup? plus sometimes the bars are blue with good strength but most times not...i am NOT acquainted with extenders etc..any advice on what i am doing/did wrong?

    I would relocate the wnr1000rp that will OVERLAP the main wireless signal better than where it is right now
