WNCE2001 setup page instead of connected device

I’m guessing here that the ‘2001 is unaware of the existence of the ‘irrigation caddy’ due to its static IP, is that IP definitely on the correct subnet? Is it a true static IP or is it set be Address Reservation? Does the Irrigation caddy generate regular traffic, is it passing through the ‘2001? If you power cycle the caddy does it become accessible for any length of time e.g. 5 minutes? Does the Ethernet port of the ‘2001 have indicator that show any activity, or the same at the irrigation caddy? Sorry for all the questions, just trying to build a picture of what might be going on.
