What do you expect the router from the ISP to do?
As plemans says, a daisy chain of routers is a band idea.

I was trying to avoid making this post too long so I didn't provide any backstory.
Initially when I moved here I was provided a user/pass to log into the mesh wifi. I then discovered that this was the same user/pass the previous tenant had. So it made me wonder about their network security if they are re-using logins. Plus when i logged into the management portal, the previous tenants devices were all still listed as authorized. Which is when I discovered they were just using mac authentication. The user/pass wasn't a login for the wifi - it was just to log into their portal and add MAC addresses.
I complained a lot about that and eventually they switched over to using actual security and turned on wifi authentication. But I'm kinda paranoid about using their wifi after that. So I set up my own router/network.
At this point, if the slowdown is because of the dbl nat, I guess I'll just have to trust using their network. I just wanted to rule out it not being a problem with the router.
One thing that puzzles me though - why does speedtest.net always run faster then my actual downloads?
