speedtest . net (try different servers on there, not just one)
fast.com

all of them have speedtests. and when you get above a certain speed even they struggle to saturate speeds.

Tested several sites with the WIRED connection to my PC. All was well and meeting the right speeds.
The WIRELESS connection is what is not meeting the optimal speeds I'm paying for.The router is located in the middle of my home and no matter where I am in it, the speeds are between 80 and 100 mbps. I am paying for 200 Mpbs for now since I have a small household of just 2 people.

did you try changing the wifi channel you're testing on?
Or try a factory reset/reinstall?

You are paying for a wired Internet connection of 200 Mbps. The wifi speeds you get depend on many factors. The most important being the wifi clients that are at the receiving end of your router's wifi.
What devices are you using?
If they are useless, then there is nothing that you router can do about it.
Take these devices to a few different wifi sources and see if they are a heck of a lot faster. If not, then don't blame the router. If they are, the start looking for things that might slow them down.
Do your measured speeds get in the way of what you are trying to do?
You should know that the R6350, first released for years ago, is near the bottom of the Netgear range of routers. Not even one of the Nighthawk range. (A Ford is never going to match a Ferrari.) The AC1750 wifi technology in the router is not bad but was never at the leading edge.
That's no excuse for slow wifi, but you need to match the performance of a cheap router with your expectations and that of your wifi clients. If wifi speed is the most important thing for you, then you might want to look for newer "AX" technology. Be prepared to pay quite a bit more.
