Client link light is for devices connected to it.

Yes, smart LG tv, using Ethernet.
any wifi devices?
Do other devices have issues connected to it?
What firmware is on it?
what are all the leds doing (color, blinking)?
what router is it connected to?
Did you set it up using wps or the installation assistant?
Has a simple factory reset and reinstall been tried? (not reboot but a full reset)

Netgear used only to support LG tv
Router is Fritz!
Router and Power LEDs all green, not blinking
Router Arrow usually green, occasionally yellow
set up by wps
sorry, I'm not an IT wizard so can't really answer your other questions
no issues with other devices (iPad, phone, PC)
