How, exactly?

On what?

_You_, personally, have a firewall? Or do you mean some firewall or
other on some gizmo or other, or what?

Which is testing which IP address? And "yours" is?
For the usual problems with port forwarding, see:

Hint: Usual problem number 1 in that list is number 1 for a reason.

"my"? _You_, personally, have a local IP address? Or did you mean
the IP address of some computer or other on your LAN? Or what?> https://community.netgear.com/t5/x/x/m-p/1859106
Look for "How did you ensure [...]?".
> I started my Minecraft server on a pc?
Are you asking me or telling me? Its IP address?
> why do I have to give you my public IP address that is private
You don't need to give me anything. It might be helpful if you
compared "the IP address of the WAN/Internet interface of your router"
with "what you're using as your public IP address from the outside
world".

there was nothing saying that I had to specify what the port forward was for or anything, it just let me port forward

you, if it's not "the IP [address] of my computer that is running the
Minecraft server"?https://en.wikipedia.org/wiki/Internet_Protocol
https://en.wikipedia.org/wiki/IP_address> Look for "How did you ensure [...]?".
Did you? Read it again?

Asking the same questions repeatedly gets tedious.
