after firmware update ex3700 , the device wont start
after firmware update ex3700 to the last version , the device wont start. ok its on but the power led is flashing . and having NO wifi from it
sounds like you might have corrupted the firmware during the update.
You can try recoving it with tftp or nmrpflash.
are you on windows? if so, follow this guide

just make sure you enable tftp
