C6300V2 - Shows full signal to phones but no internet and very inconsistent signal on laptops

Wrong way round. The modem-router does not connect to the laptops. They connect to the router. It is a two-way process. Laptop talks to router and establish link.
You have set up the SSID on the modem router and the laptops can see it?
Is there anything else on the network?
How far are your wifi clients from the modem/router?
Have you tried different wifi channels, just in case there is local interference from neighbouring wifi.

How are you testing these speeds? Wired tests are the only reliable guide.
On some wifi clients, 220 Mbps is as fast as it gets. Is this 2.4 GHz (slower) or 5 GHz (faster but shorter range) wifi?

If that is the hard-wired speed you are paying for, then the modem/router seems to be behaving as expected. Where possible, wired connections will always wipe the floor with wifi.
