Does this "Phillips hue" have a model number? "as directed" by what?

Can you clarify your problem? Hue lights don't connect to the Internet. Instead, they connect to a Philips Hue bridge, which connect to your router with an Ethernet cable. The lights don't use Wi-Fi.
Are you, perhaps, having trouble using the Hue app on your smartphone?

The issue is that when I plug the Phillips hue as directed into the netgear for a internet connection there are three lights that are supposed to be solid. Only two lights are solid and the Internet light just blinks which means it's not connecting to internet. Is it possible I need a plug play (upnp) for this to work?

According to this troubleshooting page, Hue only needs an Internet connection if you want to control the lights while away from home.
You might want to try their other suggestions.
