Cannot get DHCP through Bridge

I have 3 - R6400 routers setup as such:

Router1 is the main router and serving DHCP.

Router2 is the bridge to Router1

Router3 is wired to Router2 and set to AP mode.

Anything connected to Router3 will not connect because it cannot get an IP from Router1. If I hard code the IP it works fine.
