Cant add a new MAC address to router

Puzzled!!!
My intentions are to keep any unknown devices from getting in. By having a list
of allowed devices defined within the router, I determine who can get in.
What am I missing?
I appreciate your solution to this problem.
However, I have to do some errands, so if you reply now I wont be able to chat
with you more, until later.

I am logged into the router via its IP address.
It is a netgear AC1200 wifi router, model R6220. version V1.1.0.114_1.0.1.
I am looking under the tab Advanced/Security/Access Control.
This is where usually the active list of the connected devices would be displayed.

I am adding a photo of the current router's display without the active list
of connected devices.
Normally that would be diplayed just above the line that reads as follows:
"View list of allowed devices not currently connected .........."

Yes, that seems to change things. The active list is displayed and if I turn
access control back on, the active list is still displayed.
Very strange. Is this a bug?

Not really.
You had it set up to block all new devices.
Now you want to change that.
