What happens when you try? Any error messages of some sort? I fear that " cant connect" could mean many things.
The router just does what a router does. You need to ask the people who made this "bobcat 300", whatever that is, for any subtle settings that you need to make.

It is the verizon ONT thats connected directly to the router not sure if that technically considered a modem. I believe the exact model is a "Nokia 211 desktop ONT" which was provided by Verizon.
When I try to connect to the ip it says "refused to connect".

Most ONTs are simply a connection to the lotpical network. No routers involved. As you say, not technically considered a modem
I asked because you called it a "modem". That could be anything, usually DSL or cable.

Connect what to the IP? What IP?
What are you doing? Trying to connect a wired device to a network. Trying to make a wifi connection?
There are thousands of devices that you can connect to a network. People here may be familiar with many, but new ones come along from time to time. To get help with those, we need to know what you are doing and where it goes wrong. Bald "can't connect" and "doesn't work" statements don't help much.
