Can't find wifi address for ex3700

I can't set up my extender. I plugged it in, but can't find the netgear wifi network it says I'm supposed to find to set it up. My router has WPS, but It's not working.

    Try factory resetting the extender. 
    Push and hold reset for 7-15 seconds while powered on. 

    What are the led's on it doing? 

    Have you tried hardwiring a pc/laptop into it for setup?
