Hi kovach,
You can try isolating it by bypassing the router and connecting a computer straight to the modem then perform the tests. If the speed is consistently fast while connected to the modem from the same server then you can try the following:
1. Change the MTU

2. Reset the router
3. Re-flash the latest firmware then reset and reconfigure the router
