Dell makes a lot of inspiron 15 series.
what actual full model do you have?
What wireless card is in the laptop?
What driver is installed on the laptops wireless driver?
what orbi router do you have?
What firmware is on the orbi?
What actual error are you getting when you try to connect?
Has it ever connected or is this a new laptop? or new orbi?

I have an Inspiron 5559 Desktop -09FVSAF. I did not add any additional hardward to this Dell Laptop it came with everything I need. The Dell laptop used to connect fine a few years ago to Orbi and now it does not at all. It can see the Orbi device but it cannot connect. It shows up as a network to connect but the error I get is:" cannot connect to this network"

We don't even know what Netgear equipment you own. "Orbi" is a brand name, not a particular device. There are dozens of Orbis out there.
How is the PC connected to the network? Wifi or Ethernet?
I can't tell from your first message.
It would also help if you answered some of the questions from plemans.
For example, you say:
"The laptop can see it but will not connect."
How are you trying to connect? What happens when you try to connect?
Does Windows show any helpful messages?
Try running the Network Troubleshooter in Windows.

How many modems do you have in there? What are they? If any of them is a router, then you may well be into "double NAT" country.

LIke michaelkenward says, more details help.
1. what actual orbi model is it?
2. what modem/gateway is it connected to? Your connection with ah 10.0.0.** Ip address which seems to indicate the router changed its default ip address. This tends to happen when you're in a double nat as michaelkenward says.
3. does it work when connected with ethernet?
