No and probably Yes.
A cable that works with one router will work with another one, especially as we are talking about a pair of dinosaurs.
The WNDR3700v4 (2015) is a bit younger than the WNDR4500v1 (2013). As you have already been told, the main difference between them is in the slightly better N900 wifi in the WNDR4500, rather than the N600 in the WNDR3700v4.
If it is just the Internet LED that refuses to behave, either the thing is bust or your setup is wrong in some way.

That does not disable the router in the Hub 3. In any case, that would mean that you have worse wifi than the Virgin hub delivers.
Your arrangement could also land you in tricky territory that has tripped up many people.
