No problem. The issue with my setup was that I was using a router/modem combo. To fix my problem, I had to buy a dedicated router, and switch the modem/router combo to only modem mode.
After I had one dedicated modem and one dedicated router, I was able to mac address clone the router (or change the routers MAC address). Once I changed the routers MAC address, my public IP address changed. I can repeat this process whenever I want.
You can buy a router for ~$50. MAC address cloning is the easiest way to change your public IP address.

IM ATTACHING PICS OF MAC CLONE (i only change the last two numbers in pic, unplugged modem, Clicked save, then turned modem back on) i have everything setup up and the router is working with internet. i tried the clone and ip did not change. Which Leads me To another question..
did you do this with ethernet connection (ethernet ip)??
or with Wifi (wifi ip)??

I'd follow this guide: https://www.asus.com/US/support/FAQ/1044003.
But basically:
1. Change the MAC address and click apply.
2. Unplug both the router and modem for ~1 minute.
3. Plug the router and modem back in and wait ~1 minute.
4. Check to make sure your public IP address changed.

so change the mac and let it process/load and then turn off the router & Modem or turn them off while it loads. i tried just turning off the modem and then clicked apply for clone and turned modem back on. maybe waitng for the clone to finish wouldve helped.. i will try again and get back to you, thanks again for all the help!

yep, this did not change my wan ip unfortunately. im not sure what i could be doing wrong, it should still be possible ive made sure its an dynamic ip with xfinity. any ideas ill upload pic of wan panel on admin website of router (SEE PIC)

Here's some final troubleshooting steps, otherwise you might want to call ASUS or ask someone else.
1. Make sure you have a dynamic IP assigned from Xfinity
2. Make sure you are checking that your public IP changed by going to a website like ipchicken.com
3. Make sure you correctly setup the router. Make sure the modem/router combo is functioning ONLY as a modem.
4. Press the MAC Address clone button instead of typing in random numbers
5. Try a few more random MAC Addresses.
This should work, I have no idea why it's not working.
