my download speed from my provider is 600mbps, test show 510mbps, good. the test from the router wired fluctuates between 80 and 180? any suggestions why and how to fix?

More details help.
1. What modem/gateway do you have?
2. What device is giving you the 510mpbs?
3. what firmware version are you on?
4. Make sure with the r6400 to disable qos, access control, traffic monitoring, and parental controls. If you had them enabled at any point, try a factory reset and reinstall (not from a backup). That router is super basic and those services put a load on the CPU and slow speeds significantly if you have over 250mbps service.

Speed test is online from the internet provider. On a desk top with ethernet cable.

I'd test with the pc directly connected to the modem to figure out if its a modem/line issue or a router issue

did you try a factory reset and reinstall?
How are you testing speeds? Using the netgear app? Using the speedtest app? On what device?
You put you're testing wired speeds? What do you get over 5ghz?
