sorry I got some details messed up in editing. it is a wifi extender and the model is WN3000RPv3. I was looking at this knowledge base pageHow-do-I-log-in-to-my-NETGEAR-WiFi-Range-Extender and How-do-I-update-the-firmware-on-my-NETGEAR-WiFi-Range-Extender
I have never logged into the extender or installed firmware, so I thought this may be the cause of connection problems. maybe it's not supported anymore, but my parents use it so it dosen't need to be fast or supply a lot of bandwidth.

It is old, from 2015, but there are still firmware updates for it.

Extenders aren't the same as routers.
You need a router to "feed" an extender.
You did well to find those KnowledgeBase articles. They should put you on the right track, but the details may have moved on since your parent's extender came out.
There's a section in the manual Update the Firmware. That might be more in line with your WN3000RPv3.

It is for the latest firmware update in 2021.
You say that "Safari can't connect to the server". What happens when you try. (Don't get confused by talk of "server".) Any error messages?
Tried a different browser? As is the way in things Apple, they go their own way and don't always play nicely with other systems. For example, Netgear specifically warns that the password recovery process "is supported in Internet Explorer, Firefox, and Chrome browsers but not in the Safari browser".

I couldn't get any further, but I did see the updates on the product page. That is the error message I get in safari, I just tried Firefox and got a similar unable to connect message. I sometimes also see this message when I try to login to the extender site, and it says I’m not connected to the extender, but according to network settings I am. Also I've tried Firefox and Safari on MacBook and iPhone. I'll try at my parents, they have a PC.

How are you trying to login to the extender? Which address are you aiming at?
What is this "extender site" if it isn't the browser graphical user interface (GUI) for the thing?
As I said earlier, extenders and routers are not the same thing, especially when it comes to the login process.
Routers are pretty straightforward. Aim a browser at routerlogin.net or 192.168.1.1 and away you go.
Extenders don't have that "fixed" IP address or one that a router can translate, like routerlogin.net. The extender gets assigned an IP address by the router.
There are ways of finding the IP address for your extender. One way to do this is by checking the router and looking for the address it has given the extender. Then put that address into a browser.
It might help if you said which router is involved here.

my router is Arris TG1682G. For login I have tried mywifi ext.net mywifi ext. local I think I found the IP address in network settings and so I tried that with http:// and without it. In Firefox and Safari.
