The router seems to not be connected to the internet. The up arrow is blinking green which the manual says means the router is “ ranging on the upstream”. What does that mean in normal language? Could...
An N450 router that is a cable modem based one.
What actual one is it?
Did you check with your isp to see if it still works as thats a pretty old cable modem/router.

The only one I can find is the CG3000Dv2 from May 2013.
